Etsy tags are the 13 phrases, up to 20 characters each, that tell Etsy's search what your listing is. Use multi-word phrases buyers actually type, never repeat a phrase already in your title, and fill all 13. Twenty characters is tighter than it looks: printable budget planner is 24 and will not fit; budget planner pdf is 18 and will. Notice what each set avoids: no single words, no tag that repeats another, and no claim the product might not meet. 2027 digital planner belongs only on a dated 2027 planner; canva invitation only on a template that really opens in Canva.
Etsy's search reads a tag as a phrase and also as its individual words. A buyer searching boho nursery print can match a listing tagged boho nursery plus nursery print, because together they cover all three words. That is why a set of overlapping two- and three-word tags outperforms both a set of single words and a set of near-duplicates.
Three behaviours to plan around: Etsy treats plurals as close matches, so planner and planners in one set wastes a slot; word order inside a tag matters less than people think, so planner printable and printable planner are near-duplicates; and an exact phrase match between search and tag still helps ranking, so your single most important phrase should appear as one tag exactly as buyers type it.
Etsy reads three places to decide which searches a listing can appear in, and each has a job:

Copying a competitor's 13. Their tags describe their product and their shop history. Yours start with no sales history, so you lose the same searches to them.
Tags that are not true. christmas planner on a planner with no Christmas pages brings December clicks that bounce.
Over 20 characters. Etsy rejects the tag silently in some editors; the heatmap above shows which ones will fail before you paste.
Changing all 13 every week. Etsy needs a few weeks of data per tag. Change the zero-visit tags, keep the ones that work.
Thirteen, each up to 20 characters including spaces. Etsy allows letters, numbers and spaces; apostrophes, hyphens and ampersands are accepted inside a tag but most other punctuation is stripped.

Because it builds tags only from the words you typed and never invents facts. For a short phrase like adhd planner it may find 8 legal tags; fill the rest with synonyms buyers use for your product, such as focus planner or executive function.
Rarely. Give a listing 30 days, then check Stats → search terms for the phrases that brought visits. Swap only the tags with zero visits for phrases from that report — rewriting all 13 at once resets what Etsy has learned.
